NSSA’s National Directors have approved several rule changes and clarifications that are now in effect. The changes were recommended by the Rules and Classification Committee at the annual meeting in San Antonio on January 28, approved by the Executive Committee in February, and submitted to the National Directors for their vote, which concluded last week. All the submitted changes were approved and became effective immediately.

Among the rule changes are:

• Shooting of additional targets. Changes to three rules give shoot management the discretion to determine in what increments additional targets are to be shot, and make official the waiver granted for the World Shoot regarding shooting of additional targets.

 

• All protest procedures consolidated under one rule. This change will improve the handling of protests, extend the current time requirements for initiating and handling a protest, and provide shoot management with the flexibility to deal with situations that might arise post-shoot. Shoot management must be proactive in dealing with incidents that may lead to a protest. Additionally, this change makes it clear that shoot management can correct an error in scoring that is discovered after the shoot is over.

 

• Reduce time balk. It has been considered a time balk if a shooter deliberately delays more than 15 seconds for each shot on a station, and the referee will warn him/her once each round without penalty. The rule is changed to reduce the time balk to 10 seconds.

 

• Proof Doubles for both ammunition and gun malfunctions when such malfunction occurs between shots. If an allowable malfunction occurs and the first target is lost, it remains lost, but if the target was hit, the first target is scored as dead and the pair will be repeated to establish the second target. The previous rules penalize the shooter for something beyond his/her control.

Other rules changes address field layout, recommended positions for shooters, recommended procedure for setting distance on targets, use of voice release systems, five-man teams, and various clarifications.
